
In 2016, CEI Investment Notes, Inc., a nonprofit subsidiary of Coastal Enterprises, Inc. (CEI), entered a new chapter under the strategic leadership of Liz Rogers, then SVP of Marketing & Communications. Elected managing director by the board, Liz helped eliminate an outstanding cash balance within six months, led the approval of new loans, and secured nearly $300,000 in new investments. Working closely with CEI’s CFO and legal counsel, she supported the dissolution of the subsidiary, successfully rolling the notes product into CEI’s core operations, and helped launch a new $40 million offering to capitalize CEI’s loan fund.
Between 2016 and 2022, Liz guided the growth of the Notes product from 130 investments totaling $7 million to 280 investments and nearly $18 million under management—accounting for almost 30% of CEI’s lending capital. She increased the average note size to $60,000, achieved an 85% reinvestment rate, and strengthened relationships with investment advisors. Liz also led the development of formal investor communications, including quarterly reporting and webinars, and oversaw all regulatory and investor transactions.
Recognizing the growing administrative needs, she collaborated with CEI’s accounting and finance teams to streamline operations and improve data management systems. Beyond CEI, Liz contributed to the broader field by conducting a national survey of peer CDFIs and sharing insights through conference panels and one-on-one advising for organizations launching similar offerings.
